Ofrecimiento de vivienda y asistencia social en campaña fría 2024-2025

The Local Council of Madrid provided social care to a total of 1,630 individuals in a situation of socio-residential exclusion through the cold campaign of 2024-2025, coordinated by Social Samur and carried out between November 23, 2024, and March 31, 2025. The needs for housing, maintenance, access to cleaning and services, such as 1.29%) and 334 women (20%) who require accommodation at risk when access to cleaning and services is carried out, as 1.29%) and 334 women (20%) who require accommodation at risk when the weather conditions become a climaticity, the weather conditions become an additional climatization, when a climatic assistance is carried out when a climatic assistance is carried out when it becomes a climaticity. A factor for their street situation.
The delegate for social policies, family, and equality, José Fernández, accompanied by the councilor of the center, Carlos Segura, balanced the campaign of Samur Darío Pérez Madera, where the number of people attended represents a slight decrease from the previous edition, in which 1,890 users were counted. This situation is due, as explained, to «a lower rotation of the individuals presented resulting from betting on the prolonged stay of the most vulnerable profiles of social emergency situations, such as young people under 30 years, those over 65 years, individuals with serious or mental health pathologies.»
At the same time, the Municipal Council has prioritized another year of access to resources for women in social emergencies, as they are a population profile facing higher risks. In this case, it was observed that the percentage of women attended remains stable compared to the previous year: 20.5% in the 2024-2025 campaign, compared to 21.7% in the 2023-2024 campaign.
The overall occupancy of the resources where the cold campaign was carried out averaged 92.8%, one percentage point lower than the previous edition. Additionally, in the four months during which this device was implemented, additional emergencies were triggered at low temperatures, such as in the first three weeks of last March, which led to colds and rains. Therefore, for the 432 fixed daily places, 24 additional places were added for 45 days, generating around 1,000 additional stays that recorded an average of 88%, demonstrating its efficient use.
Around 19,000 social work and health interventions
The increased presence of vulnerable profiles has led to a greater demand for social assistance that the constant managed to satisfy due to the increase in the number of social workers and assistants this year. In this regard, the new contract for the Cold campaign (for the 2024-2025 and 2025-2026 financial years) increased its budget from 3.5 to 4.1 million euros, allowing for the extension of work, which went from 43 to 51 professionals.
This consolidation of personnel was essential to facilitate the care of individualized social users. Specifically, 12,176 health interventions were carried out (compared to 8,375 in the 2023-2024 campaign), emphasizing medical assistance consultations and the administration of controlled medications. On the other hand, the number of actions by the social work team reached 6,741 (compared to 4,704 in the previous campaign).
From this Social Work Department, administrative support and access to other resources were coordinated. Specifically, 428 referrals were made to municipal social service centers and 21 to elderly centers. Additionally, 186 individuals accessed municipal network centers for care, alternative accommodation, or other services. 3% of the individuals who experienced a decline during the campaign did so to transition to independent living.
The number of asylum seekers assisted in the Cold campaign: 268 individuals, is also significant. Although their care is the exclusive responsibility of the Spanish government, the Local Council of Madrid, within its competencies in social emergencies, provided them with accommodation and social assistance, while the relevant ministries processed their access to the International Protection System.
Hot dinner improves coexistence in centers
The cold campaign of 2024-2025 not only considered a consolidation of the number of professionals and an increase in the days when additional spaces could be activated (from 28 days to 45), but also anticipated a significant innovation: a healthier diet, serving hot meals for the first time during meals (snacks). This measure not only improved the nutrition of users but also had a very positive impact on reducing conflicts in the centers, as discovered by the workers. At the same time, the installation of a mobile charging cabinet simultaneously with a locking system also contributed to a safer and quieter coexistence.
Samur’s social professionals coordinated this device involving various municipal services. The municipal transport company in Madrid (EMT Madrid) offered transfers from two central points in the city to the centers, this year with an earlier entry program to extend the attention time. Additionally, the municipal police collaborated in the orderly collection by users. Samur-Civil Protection intervened before health emergency warnings, street teams cooperated to detect and refer users, and volunteers in Madrid offered social shelters to individuals.
Attention to homeless and emergency situations
The cold campaign is equipped with 432 stable places distributed between Painar de San José (150 squares, of which 40 correspond to the day center) and Vallecas (142), the Municipal Emergency Social Center, Cemus (20 places), and in 120 places simultaneously in hotel units. It operates in months with very adverse weather and consolidates permanent attention, 365 days a year, that the Local Council of Madrid offers to individuals in social emergencies or emergency situations, in resources such as those that make up the municipal network with over 1,200. /
