Los PP del Congreso no favorecen el liderazgo de funcionarios locales en Euskadi y Cataluña

The Partido Popular presented an initiative in Congress to urge the government to maintain the national management of local administration officials, revoking the «unacceptable attribution of powers» that does not grant them to Catalonia.
Through a proposal that Europa Press had access to, several PP deputies criticized the transfer of Euskadi’s local administration officials such as secretaries, auditors, or municipal wastrels, emphasizing that it should be an «exclusive competence of the state.»
These PP deputies believe that this transfer of powers «violates the principle of equality among territories» and «clearly contravenes the doctrine of the Constitutional Court,» constituting a «formal unconstitutionality.»
They also emphasize that this mission is a new «inappropriate attempt by the government,» and that the previous experience of decentralized management of officials with national authorization has shown to be «inefficient and detrimental to the functioning of the administrative system,» causing «coordination issues.»
The training led by Alberto Núñez Feijóo argues that these policies represent a «dismantling of the centralized leadership» of this body of officials, and that the state’s exclusive competence in this area protects the professionalism and independence of those who hold these positions.
Among the requests of the non-binding proposal, the executive is asked to «avoid future transfers of powers in this matter,» referring to the agreement between the government and the Generalitat of Catalonia for the assumption of Salvador Ila of the same functions as Euskadi.
«The fragmentation of the ladder opens the door to the politicization of selection and provision of positions, as the autonomous administration could establish differentiated criteria that favored certain candidates to the detriment of the principle of equality,» they warn.
