El lanzamiento del Consejo Social sobre Cambio Climático y Transición Energética en Navarra

The transition to clean energy, also known as energy transition, is the process of shifting energy production from sources that release greenhouse gases, such as fossil fuels, to those that emit little or none at all. This is what is being implemented in Navarra.

To avoid the worst effects of climate change, global leaders have emphasized the need to limit global warming to 1.5°C by the end of this century. The Intergovernmental Panel on Climate Change (IPCC) of the United Nations indicates that a 1.5°C transition carries the risk of triggering much more severe impacts, including droughts, heatwaves, and more frequent and severe precipitation.

To achieve this, the world must drastically reduce greenhouse gas emissions like carbon dioxide (CO2). A significant portion of these emissions is generated by energy production, the burning of fossil fuels to generate electricity and heat. Therefore, to reach net-zero carbon emissions, this energy must be generated from clean and renewable sources.

Navarra is politically addressing climate change by considering the creation of a new Social Council on climate change and energy transition. This council will contribute to the public structure and participation established in recent years to address the climate challenge, composed of the Climate Change Office, the Interdepartmental Commission on this issue, and the Citizens’ Meeting on climate change.

The new Social Council for climate policy in Navarra, as stipulated in foreign law 9/2023, constitutes a platform for governing the climate change route in Navarra, known as Klina. This body will join the Department of the Foral Executive in the field of the environment, provided by the Department of Development and Rural Environment for its proper functioning.

The Council will have the functions of analyzing Navarra, integrating energy and climate policies into different sectoral plans of the Foral Executive, and formulating proposals to stimulate greenhouse gas emissions and responsibly adapt to the effects of climate change.

This structure will have a working or commission character and composition, coordinating with the Interdepartmental Commission on Climate Change and Transition and Energy.

The Office for Climate Change, established by the government of Navarra in October 2023, is at the center of public structure and participation dedicated to climate change. It works closely with the Interdepartmental Commission on Climate Change and Energy Transition, focusing on the revision and adaptation of laws regarding climate change and energy transition in Navarra.

The recent initiative of the Citizens’ Assembly on climate change in Navarra, which began in September last year, involves a group of 12 experts and a deliberative process with 30 selected individuals from civil society to provide conclusions and recommendations to the parliament.
