El gobierno de Ceuta respalda la reforma para la distribución de menores migrantes

The Ceuta local government expressed its support on Wednesday for the royal decree approved by the Council of Ministers to modify Article 35 of the Foreigner Law to ensure a mandatory distribution of unaccompanied migrant minors.

The autonomous city highlighted that its hosting capacity exceeds 400% and supervision multiplies by 20 on average nationally. They also reported that 80% of minors are housed in temporary and emergency resources.

Regional President Juan Vivas (PP) showed support for the foreigner reform from the beginning of negotiations, even contradicting his party’s stance at the national level, where leader Alberto Núñez Feijóo remained reluctant.

After reading the Royal Decree published in the Official State Gazette (BOE) on Wednesday, the local government welcomed the central government’s decision, stating that the norm «confirms the protection of the superior interests of the child as an inexcusable obligation of public administrations.»

They justified their support by stating that the decree provides an effective solution to address situations of excessive exclusion and collapse related to the reception of unaccompanied minors, which can occur in any community or autonomous city, such as Ceuta.

They continued in a press release sent to the media, saying, «As a result, it addresses the request for help and exemption that the city government has been constantly and insistently requesting since August of last year.»

The autonomous administration emphasized the unsustainable situation in Ceuta, as evidenced by an excess of over 400%.

The Ceuta government also highlighted that the aforementioned norm considers, among other provisions, the requirements to determine an extraordinary migratory situation in a territory.

The decree establishes the transfer figure between communities and autonomous cities as a necessary mechanism to help address contingencies promptly and orderly, with adequate financing from the central government.

Furthermore, the Ceuta government insisted on the need for the central government to cover the deficit generated in the city’s budget due to the current situation until the aforementioned royal decree is implemented, concluded Juan Vivas’ administration.
