Contas solicita a Xunta que presente el desempeño de Impulsa Galicia y los recursos naturales al control público
The Council of Accounts reminds the Xunta de Galicia that it has a pending application to «transpire» the financial action that promotes Galicia and natural resources in Galicia.
There are two companies in which the Xunta is the «reference partner with the highest participation of all shareholders,» according to the financial report of the instrumental entities of the Xunta for 2023, published by Contas on Tuesday, the day the document was sent to the Galician Parliament.
The document, which includes Europe Press, responds to the Galician government, which has made accusations in any case. «The supervisory agency indicates that it promotes Galicia and the natural resources in Galicia are public regional companies according to the criteria of Lofaxga (the law of organization and operation of the general administration and the autonomous public sector of Galicia).
«The report indicates that the existence of an indication of public control or, in any case, significant public influence recommends increasing transparency and control requirements,» says the Council of Contas, which, consequently, does not encourage the statement.
Specifically, Impulsa Galicia was created in April 2021 and is presented as a public-private society promoted by the Xunta «to accelerate commercial initiatives that affect the dynamism, progress, and transformation of the Galician economy through an ecological and digital model.»
By the end of 2023, the «utilitarian» resources in Galicia, a joint company, in which 33 companies and Xunte are created, to stimulate projects related to energy, mining, and requiring water concessions.
The report sent to the Autonomous Chamber on Tuesday confirms that, in the case of the Society for the Development of Strategic Projects, the Impuls of Galicia, the Xunta has a direct participation of 40% of the capital, which reaches 48% of the total participation with the calculation with the indirect participation and has 50% of the voting rights.
Regarding the company for the sustainable use of natural resources in Galicia RDG, «Xunta de Galicia is the largest shareholder with a direct participation of 30% in the share capital.»
«The concordance of other elements in these companies, such as: Public promotion of these initiatives, composition of the management bodies, office registered in public facilities, appointment of managers, and veto or blocking in the decisions of the companies are indicators of public control and/or public influence,» it adds.
Therefore, it is questioned that the Xunta «has not approved a regulatory framework or implemented management measures that increase the level of transparency and supervision in these entities where public participation, although not possible, is very relevant.»
In the «Accepted Request» section, the document includes the «establishment of regulatory and timely management measures for the transparency of the financial action of the entities in which the Xunta is the shareholder, partner, or reference participant (the main partner or public participant, despite not having control) and that the action is subject to these entities.»
In particular, Constits indicates that this recommendation «applies to Meisa and its branches, Sotavento, promotes Galicia and in the company for the sustainable use of natural resources in Galicia RDG.»
«The Galicia driver, which was not surrendered or integrated into the general budgets, was created in April 2021,» it recalls. «Xunta de Galicia owns 48.02% of the share capital and 50% of the voting rights,» it reiterates and adds that the presidency of the company corresponds to the Minister of Economy, Industry, and Innovation, María Jesús Lorenzana.
«Taking into account all these elements, the Xunta de Galicia as the reference shareholder must arbitrate appropriate measures to transpire the financial action of this entity and ensure that its action is subject to public control,» it says.
