The president of Xuntei, Alfonso Ruda, stated on Monday that Galicia will be the first region in the world to promote a vaccine acquisition system that takes into account the «real results and efficiency in medications.» This model, for example, a common risk model, is applied to other healthcare purchases (such as those related to oncology).

Specifically, Consello DA Xunta authorized the agreement for the first vaccine purchase on Monday in response to the high flu burden in the common risk, which is based on obtaining health outcomes and allows vaccine pricing based on their ability to reduce hospitalizations. Ruda stated, «More than 7.2 million euros will be allocated to this acquisition.»

This acquisition represents a new stage for the public health system in Galicia, as it is the first acquisition of consolidated vaccines where health outcomes obtained in the community will be considered, in terms of reducing the number of hospitalizations from influenza or pneumonia compared to the standard vaccine (tetrravalent).

The Galician public health system will thus be the first in the world to purchase this type of immunization therapy based on the real value it brings to the population, the health outcomes, and demonstrated efficacy in reducing hospitalizations.

Galicia can implement this pioneering model due to the establishment, four years ago, of a translational research-focused public health line of work, including a pragmatic clinical study with the «Galflu» vaccine.

Xunta also emphasizes that «the high level of digitalization in the Galician health system allows for agile analysis, research, and comparison of outcomes.»

Ruda highlighted that Galician Health is internationally recognized for its pioneering prevention measures, now taking a qualitative and innovative leap in management models for vaccine procurement. In this regard, he emphasized that Galicia «continues to take pioneering steps to strengthen the vaccination schedule, which is already the most comprehensive in the world.»

Ruda also explained that this new initiative extends the target population to receive the influenza vaccine to include the general population aged between 70 and 79 years. –

Until now, the consolidated flu vaccine has been administered to individuals aged 60 or older with a place in a socio-health center and the general population aged 80 or older. Now, the age range will be reduced, immunizing those between 70 and 79 years with a high flu burden.

This expansion is estimated to increase the potential beneficiaries by approximately 220,000 individuals, from the previous target population of 320,000 to 540,000 people.

Xunta reiterated its firm commitment to prevention, increasing the budget for the Galician vaccination program from 16.6 million euros in 2020 to 41 million euros this year, a 2.4-fold increase.

Shared risk agreements are individual contractual modalities between a producer (the pharmaceutical industry) and a public or private buyer, in which prices depend not only on units sold but also on predetermined objectives related to effectiveness, efficiency, and budget impact.

This distribution of financial and clinical risks between producers and buyers promotes a joint response in the outcomes achieved.

Currently, there are two main forms of shared risk agreements. On one hand, the price of products is adjusted according to the quantity purchased, and on the other hand, financing of a product or technology is linked to achieving specific and predefined health outcomes.

Although there are experiences with shared risk agreements, especially in oncological and rare diseases, Rueda emphasized that none have focused on immunization therapies.

Additionally, on Monday, Xunta authorized the hiring of cleaning services for the University Hospital in Coruña, Abante, and Lago for a total of 26.1 million euros.

According to the Galician government, the contract stipulates that the service will cover an area of 94,859 square meters, with over 80,000 square meters at the University Hospital Da Coruña and over 14,000 square meters at Abante and Lago.

The objective is to «ensure quality and cleanliness levels, enabling the correct care for patients and users.» The contract is valid for 24 months and can be extended for an additional 12 months.
