Proceso participativo en Teruel para zonas de paseo de perros sin correa
La Concejalía de Sanidad y Protección Animal del Ayuntamiento de Teruel está iniciando un proceso de participación ciudadana cuyo objetivo es recoger propuestas o ideas de la ciudadanía sobre posibles vías y espacios públicos donde se pueden soltar perros, siempre y cuando los animales no sean potencialmente peligrosos (PPP).
As announced on Wednesday at a press conference by the Councilor for Citizen Participation, Julio Esteban, the proposals must always respond to peri-urban and rural areas, and not to urban and natural areas where it is strictly prohibited.
PPP animals are understood to be those that, due to their physical conditions – size, strength, tenacity – have the potential to attack causing serious damage. Spanish legislation considers several breeds with this classification, including Rottweiler, Pit Bull Terrier, American Staffordshire Terrier, Staffordshire Bull Terrier, Dogo Argentino, Fila Brasileño, Akita Inu, and Tosa Inu.
The Teruel councilor emphasized that the spaces proposed by the citizens must be located in the peri-urban and rural areas of the municipality of Teruel and pedestrian areas, never in urban and natural spaces.
In addition, the proposed facilities must guarantee the safety of animals and people, as well as prevent the escape or loss of animals. Users of these areas must avoid causing inconvenience or damage to other pedestrians, animals, or properties.
Esteban recalled that according to the Municipal Ordinance regulating the protection of animals, responsible ownership, coexistence, and the movement of pets in public roads and spaces, approved on July 20, 2022, in its article 11, it states that «in public or private roads and paths. In public spaces, pets must travel accompanied by their owner, guardian, or caretaker and led by a leash, chain, or strong cord that allows for control.»
«At present, dogs cannot be released in any public road, path, or space in the municipality because it is prohibited, with the risk of being fined for those who violate the rule, which can reach fines of up to 600 euros,» he said. the mayor.
The Sectorial Council of Health and Animal Protection, a sectoral body for citizen participation, dependent on the City Council and recently created, gave its approval, at the meeting held yesterday afternoon, to implement this mechanism of participation, information, and advice.
In this Sectorial Council, among others, all neighborhood associations and pedestrian areas of the city are represented by their mayors. The purpose and objectives of the Council are to facilitate the participation of residents and citizen entities in municipal matters related to animal health and protection, through the formulation of proposals and the issuance of reports.
According to Julio Esteban, the deadline for submission is from now until October 14. These proposals can be submitted to the general registry of the municipality, the electronic headquarters of the Teruel City Council, or any of the places indicated in article 16 of Law 39/2015, of October 1, on the common administrative procedure of public services. administrations.
The representative of the Federation of Neighbors, Miguel Arizaga, added that all suggestions can also be left with the neighborhood associations of the city.
Once the deadline for submissions has expired and all have been studied, a technical report and a resolution indicating the authorized release areas will be issued, the councilor reported, who acknowledged that pets «are now a member of families, but they must also respect citizens who do not like pets or are afraid of them.»
