The area of urban planning will immediately lead to a special building inspection plan in 277 real estate properties on Zamoray-Pignelli Street, in the historic center, which will take about 7 months and will be carried out by architects and technicians in the inspection area.
It will start with the blocks of Agustina de Argón, Cerezo, and Shotars streets and will include the first 38 properties, including Menage Street. Municipal Minister of Urban Planning, Víctor Serrano, emphasized that «a plan with this amount and term» has never been done before.
He recalled that the first obligation of every building owner is its preservation, and therefore, the technical inspection of buildings (ITE) is a requirement every 50 years, although the condition of this part of the city is «insufficient,» and this special plan must be carried out to address the need.
During a press conference, Serrano explained that this plan can be implemented due to the «good work» of the urban inspection service technicians, as many visits and a preliminary diagnosis were conducted to determine it.
He mentioned that having 277 properties «does not mean that all 277 are in poor condition,» but the inspection will determine the necessary actions, which may result in positive evaluations and minimal interventions.
This plan is a commitment from the government of Zaragoza to act in an area where «there was no document regulating the task to be followed,» and it will be carried out «with the help of associations and residents of the historic center.»
This institutional commitment has led to an investment level of 40 million euros in just 3 years, with 2.3 million in public roads like lighting and subsidiary; another 5.8 million in land purchase through sale or expropriation; 3 million in homes, 5 of which are on Zamoray Street 16 with ongoing projects, in addition to the progress on Pignatelli 88 Street; and another 29 million on Pontoneros.
«The commitment of the government and this municipal council to improve the lives of residents remains strong, and the initial roadmap has not been abandoned,» Serrano stated. Coercive measures are being put in place, and the city’s improvement is an ongoing commitment. He acknowledged the efforts of the President of the Board, VOX councilor Armando Martínez, who brought up the residents’ issues and announced that this special inspection plan will be communicated to associations and citizen platforms in about 15 days for their input.
Serrano emphasized that the inspection will begin immediately, using internal resources, ensuring that the economic cost is not higher than the resources allocated for the work. He mentioned that the urban planning department’s capacity will be evaluated for potential future collaborations with professional and open associations.
Regarding the potential difficulties in accessing properties, Serrano explained that there are no special measures in place. While some issues may arise, specific solutions will be provided as needed. Many property owners face serious economic challenges to conduct inspections independently, but they remain open and responsible to inspectors.
Expanding into other areas, Serrano highlighted the prioritization of the historic center due to limited resources, as Zaragoza is the second city, after Sevilla, with the most extensive historic center.
In terms of vacant lots and the lack of maintenance leading to issues for residents, continuous monitoring will be conducted to address any safety concerns. Serrano stressed the importance of inspecting and planning the lots to prevent degradation, as waste and debris need to be cleared daily. Therefore, lot inspections will be conducted in parallel with building inspections.
