The Ministry of Housing and Urban Agenda and the Basque Government met to address the collaboration routes within the State Housing Agreement 2026-2030 presented by the Executive at the XXVIII Conference of Presidents.

This is the first bilateral working meeting after the Basque Country’s «yes» to the agreement proposed by the Prime Minister, Pedro Sánchez, and in the coming days and weeks Catalonia, Navarre, Asturias, and Navarre will follow suit.

Speaking to the media, the minister applauded the «brave and determined» attitude of the Basque government when faced with housing emergency situations and called on autonomous communities that have not yet joined the state housing agreement to «reconsider» their position.

The state housing agreement for 2026-2030 proposes tripling the resources allocated to housing policies compared to previous State plans, increasing co-responsibility in financing so that the state contributes 60% of the funds and the autonomous communities 40%, protecting publicly funded housing and a transparent data system.

«There’s not much to think about. There are more millions for more homes, to protect them and provide transparency in the real estate market, especially in the rental market,» said Rodríguez, warning that those who reject these spaces will have to give «explanations» to the citizens facing difficulties today.

Councilor Denis Itxaso explained that the support of the Basque government reflects its willingness to «participate and contribute with its criteria and experience in this open collaboration space that emerged at the recent regional presidents’ conference, to scale policies and budgets in the field of protected housing.»

Protected housing, he declared, constitutes «a strategic social infrastructure,» which is why in the Basque Country, reforms and new financing formulas are being developed to increase it and comply with the Social Housing Pact for 2036.

As part of this strategy, Itxaso announced that «the housing department and urban agenda will build around 6,500 new homes and endowment here by 2031 in areas declared as voltage or planned to be declared as such.» This detailed initiative aims to address one of the main challenges shared by both administrations: restoring balance between supply and demand for housing in the most pressured market territories.

Tension Areas: Over 5 million additional to reverse the situation

During the meeting, the Minister and the councilor addressed other issues in which both administrations collaborate. One of them is the implementation of housing law by the Basque government, which has recently declared or is in the process of declaring 11 municipalities as voltage areas.

As a result of this declaration, the Basque Country will receive an extraordinary deviation of over 5 million euros, so it can take the necessary measures to reverse this situation.

These funds are part of the 35 million that the Ministry of Housing and Urban Agenda will distribute among the autonomous communities that have declared voltage areas or are in the process of declaring them during this year.
